according To an email sent by Google to all its partners, it was revealed that from December the Duo happens to be the application that will be part of the installed products with the Android and the Hangouts will be optional.

Today, we are announcing that Google Duo will replace Hangouts within the suite of core GMS apps, and Hangouts will become GMS Optional for telephony products. This change will take effect on December 1, 2016

Not being applications with similar purposes, since the Duo is dedicated to the video and Hangouts, the video and the messages, is not noticeable the intention of this change on Google’s part. It would be more logical to exchange for the application Allo, but may reveal a shift from Google to a focus in video communication.
