Facebook was a pioneer in introducing the “Chat Heads” Messenger, translated in Brazil as “Chat Icons”. Soon many other applications began to do the same to display lyrics, warnings, notifications, and more. However, at least on Android, this wave should be limited with the arrival of version 6.0 (Marshmallow) operating system.
Google seems to have realized that the apps were abusing this possibility. This specific permission of Android is called “android.permission.SYSTEM_ALERT_WINDOW”, which already implies: it was meant to be a warning window, not a tool of interaction with the user, explains SlashGear

In some cases, this popup is useful; in others, not so much. So Google will not remove completely this possibility developers, but rather hinder their access and only release with explicit user permission.
With the new permissions system Android 6.0, usually the user would see a window asking if it releases a specific permission, such as access to the location or the contacts. However, if these pop-ups, the application can only direct the user to the application permissions configuration area and let the user turn it on manually.
Google made no public comment on the change then I can only speculate the reasons. The fact is that it is harder for developers to take advantage of the functionality of floating windows. It is the mystery about why such a sudden and silent change.
