While the Raspberry Pi is a benchmark for the size, the features are different: the DART-4460 seeks to be a component of other products, and not try to be a general purpose computer ready to be connected by the end user USB devices and a TV right out of the box (unless this end user also has this plaque left in a drawer). But it has a 2-core ARM CPU, and runs Android 4.1.2 and Ubuntu 04.12.
